I don't think Buffet is waiting for a crash. He always sells his shares when they are (massively) overvalued, i.e. when the price is higher than the intrinsic value and the cash flow forecast for the future is declining. The high cash holdings are more likely due to the fact that the overvaluation of the market means that there are hardly any sensible investment opportunities for him (at least given his capital investment). So I don't believe that he is explicitly speculating on a crash and is therefore building up high cash reserves now, but rather that there are hardly any investment opportunities that are lucrative for his type of value investing.
