$VWRL
and emerging markets, I personally wouldn't do that. It already contains EM, not so much in percentage terms, but they are included.
If you do, then save in
$VWRL
alone, or the classic combination of
$IWDA
and EM.
I'm out of Europe, it's also included in the All World, so I don't have an opinion on it.

I was just about to say... why save at
$EIMI
if you have
$VWRL
?
My core:
1)
$IWDA
2)
$TDIV
3)
$EIMI

because the EM weighting in the All-World is only 10% and small caps are not included at all. So it may well make sense.

In my opinion, small caps are really negligible. The few % they contain hardly make any difference.

That would also be my argument. But I also understand the opinion of the other users.
The USA accounts for 60-61% of
$VWRL
. I want to minimize that somewhat. I also have a certain USA share in my dividend portfolio.
