@Prospector is nonsense. After the next interest rate hike comes the next one... and then what? The market is currently pricing interest rate hikes into all valuations. There is no question that it may take another two days for companies to find their bottom. But once the rate hike has been implemented, the future of the next hike or other things are already being priced in....
So when is the right time? If he is convinced of the company and goes long, immediately. If he wants to trade the story, then wait for the bottom in the next few days (weeks) and strike. But then with all the consequences.
