50% $XDND (-0.96%) (take US Value) 25% $CSNDX (+1.07%) (portfolio driver through tech) 25% $EXCH (+0.49%) (defuse USA lumps)

You can also just take a $SPYI and buy Europe + EM.

But it's best to read up on it, but I don't think you'll find a good source that says: overweight the USA.
