Takeover rumors are usually good for the share price of the company to be taken over. This is because the interested party is usually prepared to pay a higher price to the shareholders. However, if the takeover does not materialize, for example for antitrust reasons, the share price can quickly crash again.

That may well be the case, perhaps the spin-off is already a measure in favor of this. Qualcomm is slightly up

I rate the chances of a takeover as very low. Intel is part of the US government's critical infrastructure.
