I don't know the companies, but they look like penny stocks. There I would be already out. Questions I would ask myself: Are there similar established companies that are profitable? For what reasons should exactly these shares profit from any change in the law? How risky do I estimate the investment? So such critters are for me pure speculation optics, most of the time in the pants go. Should you be convinced, however, buy a few shares and see what happens... Overall, your decision.
