Oil is usually worthwhile in the first half of the year. 2nd half rather weak. I don't have much, but I hope this help you to afford the membership.
In terms of the Venezuela, I think you should wait a week or so, then hype is gone, then the price will stagnate, so you can buy it without pay that much of a premium.
