Position now well up overall and the dividend is also good.

Do you hold stocks like Rio Tinto continuously and let them grow in the savings plan?

Or do you buy as cyclically as possible?

A classic cyclical is also bought cyclically (i.e. at lows).

I also just built up my position last month and for me $RIO is a buy&hold position. In future I will only buy anti-cyclically and perhaps sell a small portion at a high, but that is not yet set in stone.
