They want to restore the top marginal income tax rate of 39.6%, while it is 37% now.

And the additional 5% are only for people with an income over 1 million or more than 400k from investments…

Just as comparison:
In germany we pay a solidarity tax always on Capital gains (5,5%) and 5,5% of our income taxes if your taxable income is over 65500€ (70k USD)

@Staatsmann high-stakes investors combined make more of a dent on markets then alot of small fish combined, does not seem alot but it is enough to make the market less appealing to the big fish. Yes I Know, alot of them Will not care as they optimize through corporate purchases on offshores, but still it is prone to make some dent. I'm not saying it Will kill the market, but it can affect it, specially if they do tax unrealized profits. Diversification might be in order if you ask me.
