Europe small cap dividend ETF

$DFE (+0,07 %) 4% yield, strong dividend growth, any idea why this ETF is so small?

So yield and divi growth is one thing but he looses ultimativly to others regardig his stock price ( has only gained 6,41% in one year). Compared to other´s just an underperformer ( $TDIV gainded app. 22 % in the same period )

I know the ETF underperforms atm, but for an income investor it’s a nice addition to a portfolio.
