The calculation is the country's trade deficit with the USA divided by the country's exports to the USA

Ex:

Vietnam: exports 136.6, imports 13.1

Deficit = 123.5

123,5/136,6 = 90 %

This could lead to a super price hike in the US and thus to higher inflation and subsequently to depression and civil wars. or maybe it's just a bluff to create better conditions for US exports.
