The answer to the question is yes Sau is right. (Under conditions)
If the dividend falls within the exemption amount, no German tax is withheld. However, the withholding tax is due (unless you have an exemption in Norway). Then it depends on how much tax Norway withholds. In principle, you have the right to a higher withholding, but for technical reasons they will only withhold their 10-15%. Therefore, you only get your 10-15% withholding tax back.
Important here: if you do not reclaim the withholding tax that was withheld despite the tax-free amount, you cannot have it deducted in your tax return (this is the alternative to reclaiming it). This then expires.

@SAUgut77 they do not know the tax-free amount, in theory they would then be entitled to withhold higher withholding tax in the amount of the tax-free amount (if tax-free in the other country, there is often a reversion clause)
