After all the comments here, my eyelid is twitching. In my opinion, @SAUgut77 sums it up well and in a slimmed-down way. Brazil can't drive the thing against the wall purely for its own financial interests. That wouldn't be a small hole for Brazil to open up. Yes, the company is largely state-owned, but I also see the advantage here -> too much dependence on the state.
