As a Swiss citizen or resident of Switzerland, you can save the $VT via Interactive Brokers ($IBKR). Alternatively, this would also be possible via Swissquote ($SQN). However, the fees there are less attractive.

As far as I know, EU citizens cannot buy US ETFs directly due to the UCITS regulation.
However, you can buy US ETFs indirectly with the help of option strategies.
