50% $XDND (-0,79 %) (take US Value) 25% $CSNDX (+1,33 %) (portfolio driver through tech) 25% $EXCH (+0,61 %) (defuse USA lumps)

You can also just take a $SPYI and buy Europe + EM.

But it's best to read up on it, but I don't think you'll find a good source that says: overweight the USA.
